BASIC FUNCTION OF POSITION
Serves as an AID Development Assistance Assistant (EFM), working in the USAID/Pakistan Office of Health, providing a high level of support to the Office and to the Strategic Objective Team. The work is transitional, and the near-term purpose of the position is to support sector programs/projects and assist in the planning, design, development and monitoring of USAID programs in the area while the Office staffs up. The assignment includes data collection, monitoring, reporting, and analytical duties in support of the Office. The incumbent may provide general administrative office support services for a minor portion of the time, as required.
Work requires an understanding of office management techniques, superior organizational skills, the ability to meet the public, and to take action without specific supervision.

QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Completion of Bachelor’s degree is required.
2. Three to five years of progressively responsible experience in development assistance or related work with an international or donor organization, or equivalent work with a private or host-government entity is required; ideally one year of this experience should be within a US Government agency. Experience should have included collection, analysis, evaluation and presentation of information.
3. The incumbent must be available to attend appropriate short-term training courses in USAID program design, management, and project implementation, as well as the basic AIDNet computer systems, subject to courses being offered and the availability of USAID funds.
4. Level IV (Fluent) English is required.
5. Knowledge of, or ability to develop a good working knowledge of, USG and USAID regulations, a good understanding of USAID program and project procedures (in order to perform a variety of technical duties), and an excellent understanding of general technical and administrative practices and internal controls relevant to the position. Knowledge of government programs, other development agencies, NGOs, and private sector entities active in development.
6. Must be tactful, possess good judgment, be able to work independently, and be able to maintain positive working relationships with supervisors and with Specialists and other
SELECTION PROCESS
When fully qualified, US Citizen Eligible Family Members (USEFMs) and US Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
3. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
4. The candidate must be able to obtain and hold a SECRET security clearance.

DEFINITIONS
1. AEFM: A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:

--Spouse or dependent who is at least age 18;
-- Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad with a USG agency that is under COM authority, and resides at an Involuntary Separate Maintenance Allowance location authorized under 3 FAM 3232.2.
2. EFM: Family Members at least age 18 listed on the travel orders of a Foreign or Civil Serviced or uniformed service member permanently assigned to or stationed to a US Foreign Service post or establishment abroad with a USG agency that is under COM authority who do not meet the definition of AEFM above.
3. Member of Household: A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.
4. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.
5. Not-Ordinarily Resident (NOR): Typically NORs are US Citizen EFMs and EFMs of FS, GS, and uniform service members who are eligible for employment under an American USG pay plan, on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
